Release 1.13.3 for 26.1.2 Fabric

Added a much improved caching system for generated point clouds (95% speedup after initial generation)
Fixed issue with unwanted changing of shader and noise presets upon game launch
Added "Duplicate to edit this option" description text for disabled options controlled by a built-in shader/noise preset
Removed "Random Ordering" option (didn't work very well and was incompatible with caching, a better solution will be implemented after 26.2)
Removed "Pointiness" option (didn't work at all), "Height Range" will be only factor determining cloud shape
