Hermits Permits ispired models with a reskin for the create limonata server

This mod adds three item that have the shape of scrolls like the permits form the Hermitcraft server.

The permits have have three tiers (Iron, Gold, Diamond) each tier has a rarity.

The mode was made to be used in the Create Limonata modpack (hence the reskin).
