bedrock flatter

there was no datapacks for minecraft 26.2 that make the bedrock flat in the overworld, so i made one.

bedrock flatter genrate bedrock only at level Y = -64. so the bedrock does not make random forms and it also prevent bedrock from being leaked if installed on the server
