Additions:
- Time Lock -> Allows to lock restraints for a set amount of time

Fixes:
- Wood cuffs can now be crafted out of any type of wood
- Fixed High Visibility Modifier not working on ankle monitors

Removals:
- Emerald Cuffs - Seemed out of place since there is no emerald gear in minecraft
- Bedrock Cuffs - This is too much in and just not needed in my opinion + it's unobtainable in survival
