Small feature update!

NOTE: This new update depends on Rose Bush 1.3.1

• You can now independently scale the "Always" Debug overlay introduced in Minecraft 1.21.9 (25w31a)

• Added quick config to the Minecraft's Vanilla Accessibility option, to have parity with RemoveAmbientFOV + it's just generally better imo

I hope this adds a reason to use DebugGUIScale more as its my least downloaded mod.
