Weak Phantom Emergency Fix

Changelog

  • Respawn Chance for the first weak phantom that respawns reduced from 45% to 15%. There were too many instances where the respawn cycle could go on for a looong time, and that was not the intent, at least not the frequency intent. This reduction should fix the problem.
  • Version number will be 21.0a, since there are many things in those Pre-releases.
