XPR: quick portal tweaks

Changelog

  • Quick portals no longer affect players flying.
  • igloo_chest loot table can now contain a singular Structure Block.
  • Fixed inactive quick portals being able to teleport the player.
  • Increased the chances of obtaining a Structure Block.
  • Tweaked the quick portal teleportation sound.
  • Tweaked the quick portal textures.
