Fixes & Changes:

Ministers now only spawns in Raids if a participating Player has equal or more 7500 (by default) Soul Energy. They spawn during the last and bonus wave like before.
Ministers uses Vicious Tooth Spell sparingly if there's any nearby Illagers within 32 blocks from them.
Minister has two new attacks, Speech and Command.
Speech has the Minister make a 3 second speech that cause all nearby Illagers to stop and listen to them. After the speech, the Illagers will gain Speed for 10 seconds.
Command has the Minister roar a command, causing all nearby Illagers to attack the Minister's target. They'll only do this if said target hurts them.
The new attacks don't effect Illagers that have more maximum health than they have nor themselves.
Ministers emit colored particles when they laugh at their target and perform their new attacks.
Ministers shoot Magic Bolts/Ill Bombs less often when there's Illagers nearby.
The Minister's Magic Bolts now pass through their allies. (Player's Magic Bolt also has this property.)(Allies such as other Illagers for Ministers, Tamed animals/summoned servants for players).
The Minister will stop every animation, except their death animation, when dying.
Vicious Tooth emits particles that fall towards the ground before dropping.
Vicious Pikes should no longer fling mobs and players obscenely high.
Vicious Pikes are less loud.
Nerfed Feasting Spell when cast using Ominous Staff to produce less Fangs.
Dispensers can shoot Ill Bombs.

Additions:

Teeth Spell. Focus can be crafted with Ritual. Summons a single Vicious Tooth at a location, target or on the caster when cast while shifting. Vicious Tooth and surrounding Pikes don't effect the caster or allied mobs.
