HephaestusPlus 1.1.1 for Minecraft 1.20.1

Wrote a proper item tag generator - hopefully that's the end of broken tags!
Now "no optional dependencies detected" message won't appear with only Botania installed.
Added "mod loaded" conditions to recipes to decrease the amount of exceptions thrown when a dependency is missing.
Hopefully fixed modifiers not hiding in REI.
Added a warning when a player plays with Hephaestus 1.20.1-3.6.3.241.
Fixed log spam caused by leftover LOGGER.info in BangBangModifier.
Bumped required Fabric and Hephaestus version.
