Heroes Reborn

Removed powershell commands and replaced sounds with .oggs (powershells were a placeholder and they look sus)

Also you will see a Heroes Reborn: Wands tab. that is not ready yet hince the W.I.P. This will be heavily inspired by HEX casting honestly didnt know about the mod until I started work so im just going to make a light weight (child) version.
