More Little Decorations

This version (1.3.1 for 1.21.1 neoforge) is the same as version (1.3.0 for 1.21.4 neoforge) since 1.21.1 does not add pale oak, but I do not want to confuse the names for different versions of the game

1. Added the spawn of deepslate pebbles and cobbled deepslate pebbles underground
2. Improved localization for English
3. Improved generation performance

1. All content registries have been changed
2. Reduced the amount of pebbles in the plains, savannah and river biomes, as well as many other biomes
3. Now sandstone pebbles appear in the savannah and in small quantities on the plains and in forests

1. Fixed a bug where rocks and branches would only appear on grass blocks
2. Fixed a bug due to which Russian localization didn't worked partially
3. Fixed an issue where rocks and branches would not spawn on the beach.

Many other minor bugs have been fixed.
