No Random Ticks

WARNING: I advise you to backup your config before this update, just in case.

• Fluid randomTicks and ticks prevention like in 1.21.1 NeoForge version
• Added regex support Now you can combine and use both arrays of individual blocks and regex together.  To help you regex errors are displayed individually with verbose errors instead of being combined like failed blocks and fluids. Like this:
