No Too Expensive Anvil

This release improves multi-version compatibility and adds a compatibility guard for Tax Free Levels.

Changes:

• Fixed Fabric Loader Minecraft version predicates for the multi-version jar.
• Supports Minecraft 1.21.x, 26.1.x, and 26.2.x in one jar.
• Lowered the Fabric Loader requirement to 0.16.0+ for broader 1.21.x compatibility.
• Added explicit Tax Free Levels detection. When Tax Free Levels is installed, this mod disables its overlapping anvil cost mixins so Tax Free Levels can control anvil costs without conflict.
• Keeps the friendly post-40 anvil cost curve when Tax Free Levels is not installed.
• Keeps vanilla behavior for anvil costs below 40 levels.

Tested:

• Build with Minecraft 1.21.8 override.
• Build with Minecraft 26.2 default configuration.
• Minecraft 26.2 server smoke test.
• Minecraft 26.2 server smoke test with Tax Free Levels 1.5.4, Fabric API, and Cloth Config.

• 加入 Tax Free Levels 显式检测。安装 Tax Free Levels 时，本模组会禁用重叠的铁砧费用 Mixin，让 Tax Free Levels 接管铁砧费用，避免冲突。
• 未安装 Tax Free Levels 时，继续使用更亲民的 40 级以上铁砧费用曲线。
• 40 级以下铁砧费用保持原版。

已测试：

• Minecraft 1.21.8 覆盖构建。
• Minecraft 26.2 默认构建。
• Minecraft 26.2 服务端启动烟测。
• Minecraft 26.2 + Tax Free Levels 1.5.4 + Fabric API + Cloth Config 同装服务端启动烟测。
