Added /notick reload so admins can reload the config without restarting the server. Improved the /notick command with cleaner status output, /notick here chunk diagnostics, and /notick help. Improved loader and Minecraft version detection for uploaded jars on platforms like Modrinth. Renamed the built jar files to NoTick for cleaner download filenames.
