Revervox 1.21.1-1.3.0

Reworks block breaking: now Revervox only breaks blocks above sea level, and has a cooldown when above deepslate level, unless the block is not solid or leaves, in which case it is always broken. This can still be disabled in the configs.
Hopefully fixes some crashes caused by excessive creation of audio channels
The random event is now only seen by the targeted player
