Ruby Heart Progression

Mainly cleanup stuff again but actually important this time:

1. Added a config file (shows up in config/ or instance/ folder depending on setup) where you can edit things like heart caps, cooldowns, and other balance values yourself (and so it doesnt take a whole new version to balance lol)
2. Cleaned up how heart progression is handled internally so its way more stable and easier to tweak later

No new content this update, just backend stuff to make everything smoother for future versions (hopefully)
