Changelog

The despawn worked only like 20% of the time so it wasn't capping naturally spawning mobs well, so currently now it FULLY blocks natural spawns correctly and summon and spawn eggs bypass this. ALso yes i know we are two versions ahead, I added loottable control but I plan on making that system WAY better because it is in HUGE beta.
