The 1.21.4 Port Update!

Additions and Improvements:

• All features ported to 1.21.4
• If British Railway Alarm was misbehaving before, it should not now, and will update with vertical redstone signal again
• Most resource types are now datagen'd
• Textures moved around, so adjust resourcepacks accordingly
