True Difficulty Scale

Added a new tag "expert_min_item" and "expert_min_entity" to lock items and entities behind expert and above rather than just simply a single difficulty

Also added a new part of the config that allows creators to explain the changes that each difficulty brings that players can view by using the /truedifficulty command
