VO: Better Dogs

Summary

The "Optional GUI Integration" update. Implemented optional configuration GUI via Cloth Config and ModMenu.

• Optional Dependencies: Mod Menu configuration gear button in the Mods list redirects players to a highly detailed, categorised Cloth Config screen. Added repositories and dependencies in build.gradle and suggestions in fabric.mod.json.
• Dedicated Server Compatibility: GUI construction and Cloth Config calls are lazily-loaded inside client-only entrypoints, ensuring safety on dedicated servers.
• Config Relocation: Moved global configuration path from config/betterdogs/config.json directly to the config root folder as config/vanilla-outsider-better-dogs.json to prevent namespace collisions.

PSSSTT... I'm make a guard mode where you can make the dog stay as guard attack hostile mob without following you! its on the later update stay tune!
