Even though in 1.21.4 it has 59 mods, (and 1.21.5 has 53) one of the mods on 1.21.4 is Memory leak Fix, which was added via an override. SInce Memory Leak Fix is an override, its not counted as an incompatible mod** _Obviously other mods were added via override, but Memory Leak Fix is not any compatible with 1.21.5_
