there is a recipe conflict between Only Hammers and Excavators and Quark.

if you tried to craft a stone hammer (2 sticks, 2 stone, 1 cobble), Quark adds recipes that allow crafts of vanilla stone tools out of any variety of stone (including smelted cobble[stone], andesite, diorite, etc.), so that recipe would give you the stone pickaxe instead of a stone hammer.
