🛠️ LOCAL / Floodgate fixes

• Fixed LOCAL sessions timing out while waiting for Geyser's holding-world initialization.
• Passport forms now rely on Geyser's queued form handling instead of blocking the login flow.
• Added a short-lived movement handoff guard to reduce false moved too quickly bursts during the transition from the holding environment to the Java server.
• The guard automatically removes itself before Geyser processes the server's first real position packet and fails open if Geyser internals change.

🎨 Bedrock skins

• Reworked Bedrock skin handling for Passport-managed LOCAL identities.
• Custom/gallery Bedrock skins are now prioritized over Java-side placeholder or stored skins.
• Improved compatibility with SkinsRestorer, preventing it from unintentionally replacing the incoming Bedrock skin during the identity handoff.
• Skin handling now follows Floodgate's confirmed uploaded skin state and reapplies the signed Bedrock texture to the selected Java identity when available.
• Skin refreshes are propagated so other Java and Bedrock players can see the resulting skin.
• Added diagnostics when a Bedrock skin upload does not reach Floodgate.
