Implement advanced throttling features for lag prevention:

• Add HopperLimiterListener to throttle hopper activity.
• Add MobLimiterListener to control mob spawning per chunk.
• Add RedstoneLimiterListener to enforce redstone activity limits.
• Add SpawnerLimiterListener to slow down spawners and cap spawn rates.
• Extend LagPreventionManager to support entity optimization and limit enforcement.
