Bug fixes and data changes

• Player-input-cancel and player-input error fixes
• CommandPanels data now using a different method for getting players and the data.yml file has been changed (old layout will automatically convert to the new one on load) These changes will provide more flexibility in most situations, data can now be set for any Player even if they have never logged on before.
• Fixes to itemstack error when picking up item in middle panel
• Items that do not fit in the panel are now ignored from 3.22.0 reintroducing this issue
• Fixes to hasperm= and hasnoperm= paywalls
