ADDED Reports

Full report system rework with a staff GUI to resolve, reject, reopen, delete, and teleport to players

Report categories fully customizable in the config (icons, names, descriptions)

Players can write their own report reason in chat

Players can check their own report statuses with /reports

Appeal review GUI with approve and deny buttons (/appeals)

Approving an appeal unmutes the player automatically
