This update is a major rewrite of NoMoreCombatLog. I've rebuilt almost everything to make it easier to manage etc.

Multiple punishment actions can be combined:

• KILL
• BAN
• TEMPBAN
• COMMAND
• DROP_INVENTORY
• DROP_EXPERIENCE

Fixes

• Expired combat tags no longer remain active
• Offline and retaliation data are cleaned correctly
• Server shutdowns no longer punish tagged players
• Reloading no longer creates duplicate display tasks
• Disabled worlds and bypass permissions are applied consistently
• Negative remaining combat times are prevented
