1. 修复重复迁移 bug

问题：每次启动都重新迁移，生成一堆 .bak 文件
原因：没对比版本号，版本相同也进了迁移流程
修复：ConfigScanner 扫描时对比磁盘版本和 jar 版本，只有磁盘版本 < jar 版本才迁移

2. 版本号键名统一（该项功能在1.0.0已适用）

ScriptIrc-config-version → config-version
不再限定 ScriptIrc 生态，任何插件都能用

3. 内容对比模式

插件没写 config-version 也能被检测
自动对比 jar 默认配置和磁盘配置的每个键，有差异就迁移

4. Reload 建议

迁移完成后输出 /reload <插件名> 命令
支持黑名单配置，标注不支持热重载的插件

5. 跳过规则

新增 skip-plugins 配置，支持 >= > = <= < 操作符
默认跳过 Gost >=2.2.2
(Gost是我的力作,在2.2.3版本开始已内置插件配置更新功能)

6. 作者信息

config.yml、控制台启动提示、迁移报告、日志文件都加上了作者信息和主页链接

7. 英文支持

新增 Language.java，所有用户可见文本中英双语
config.yml 加 language: zh-CN / en 配置项

🐛 Fixed

Repeated migration bug — plugins were migrated every startup, generating tons of .bak files. Now compares disk version vs jar version, only migrates when disk < jar.

🔧 Changed(Built at 1.0.0 already.)

Version key renamed — ScriptIrc-config-version → config-version. Works with any plugin now, not just ScriptIrc ecosystem.

Content diff mode — plugins without config-version are still detected. - - ---- Automatically compares every key between jar default and disk config.
Reload suggestions — after migration, outputs /reload <plugin> commands in console. Supports a blacklist for plugins that don’t support hot reload.

Author info — added to config.yml, console startup, migration reports, and log files.
English support — new Language.java class. Set language: en in config.yml for full English output.
