chore(bukkit): on a second thought i think its better to keep check-permission-via-luckperms option disabled to prevent confusion

chore: update database config comments to include ip address warning

fix: always return true for canSee if the user is not vanished. (will fix an issue with TAB hook). also add a new useCacheData and disable it by defauly to eliminate tab removal delay.

chore(bukkit): re-enable check-permission-via-luckperms in luckperms hook
