Big Jims Elytra Nerf

We've wanted to nerf Elytra in our group for a while and landed on a middle ground. Allow them in the Overworld for gliding, but fully functional in The End and Nether.

This mod simply modifies the Boost part of the Firework Rocket so they can still be used for parties. By default all dimensions are enabled and set to vanilla speed.

I created this mod for us specifically - but since I couldn't find anything to handle what we wanted, figured I'd upload it for public use.

/elytraconfig <dimension> toggle <true/false>
/elytraconfig <dimension> boost <multiplier> (0.0 - 2.0 (1.0 is default))
