Update to melting configs. (#7)
* Snow melting configs
- Added a server config to chance the snow melting chance per subseason. Default values should match the current behaviour.
- Melt chance is now calculated in RandomUpdateHandler#onWorldTick rather than in RandomUpdateHandler#meltInChunk and passes in the melt chance, if for some reason a user wants snow to melt during winter.
- Did a very inconsequential optimisation to RandomUpdateHandler#meltInChunk which was checking biome temp twice.
* Added config for the number of "rolls" a snow/ice melt attempt will do.
* Melt rolls config is now also per-season.
* Update ServerConfig.java
* Update ServerConfig.java
* Melting configs now clarified better, and use floats.
* Changed name of melt_chance config param
