One Level Renaming

In vanilla Minecraft, attempting to rename an item that has been used in an anvil will add a penalty to the renaming cost.

Renaming an item only costs 1 extra level when renaming it while also enchanting/repairing it. Therefore, renaming an item after enchanting/repairing it costing more is unintuitive.

This mod fixes this by making item renames always cost 1 level, regardless of enchantments or repairs.
