Enchant Guard

EnchantGuard gives server owners full control over which enchantment levels are allowed on their server. Disable any specific level and it becomes impossible to obtain through enchanting tables, anvils, villager trades, loot chests, fishing, or any other source. Items that already have a disabled level automatically downgrade to the highest allowed level, or lose the enchantment entirely. Everything can be managed through simple commands or a paginated GUI menu with green/red toggles. A background sweep runs on a timer to catch anything that slips through, so nothing gets past the rules.
