Lazy Arm Fix

Fixes your lazy minecraft arm.

The core behaviour is a derivative reimplementation of Animatium's removed ^(Force)highAttackSpeedVisual implementation from their 1.21.10/development branch ported to modern 26.2 Minecraft.

Built-in Mod Menu configuration can independently control the master feature, status messages, cooldown indicator, and whether the main toggle hotkey is active.

The visual fix starts enabled. The default toggle key is ; (semicolon), and it can be rebound in the Options menu.

A second keybind, Toggle Cooldown Indicator, is included for quickly toggling the vanilla cooldown indicator. It is Unbound by default and can also be assigned in the Controls screen.

TLDR: Makes your arm swing fast instead of being cooled down like in pre-1.9 versions of Minecraft.
