Noise Customizer

A mod that allows you to remove the 30 million border and customize different properties about the noise generators.

Use the common config to change noise generation settings. Changed settingss apply to all worlds only in new chunks.

The new 1.2.0 version also fixes some things breaking past 2^25 by replacing packed longs.
