0353-0354 Banette Line Hacked Changes

Part of the Cobblemon Hacked Changes series, I am now separating my one mod into separate Datapacks. This datapack targets banette and shuppet from generation three. This datapack changes the haunted dolls to ghost/normal types, increases base stats at the cost of special attack, and adds to their movepool.
