Salmon spawned in non-river biomes will use the a salmon texture that reflects real life salmon in their ocean phase, while salmon that spawn in rivers will use the default vanilla texture for salmon, which reflects the spawning stage of salmon

Entity Texture Features (ETF) or OptiFine is required for the texture pack to work correctly. Other mods with the same function should also work, but I have not heard of or tested them.
