How to modify all chest-minecarts into the scuffed chest-minecart:

/execute as @e[type=chest_minecart] run data merge entity @s {CustomDisplayTile:1b,DisplayState:{Name:"minecraft:weathered_cut_copper_slab"}}

How to summon:

/summon chest_minecart ~ ~ ~ {CustomDisplayTile:1b,DisplayState:{Name:"minecraft:weathered_cut_copper_slab"}}

How to remove the chest from chest-minecart:

/summon chest_minecart ~ ~ ~ {CustomDisplayTile:1b,DisplayState:{Name:"minecraft:air"}}
