Starry GUI and Hotbar ✨

Simple backport of the 1.20.2+ textures to 1.20.1, and the older texture pack format.

(i know i've said I wouldn't do backports, this is only because i'm playing a 1.20.1 modpack and i wanted the newer textures lol)

please let me know if you find any errors that need fixing! <3 i will not be backporting this any further.
