Buffs the polar bear and adds new mechanics to make it more than just an oversized ambient mob

fixes zombie leaders never getting healed to their max hp

Tweaks a few mob loot tables

Adds a new item that can be thrown on the ground with an enchanted item to transfer enchants to it
