Auto Fisher

Adds a multiblock auto-fisher structure that fishes out loot every 60s. Can only catch fish by default; pulls loot from /data/fisher/loot_table/fishing/fisher.json.

To construct a fisher, place a dispenser facing down on top of a waterlogged scaffolding block, then put an item frame with a mending rod on the side of the dispenser.

You can put a container on top of the dispenser and the fisher will automatically route its loot to it.
