Boats Motion Rework (Climb Stairs, Slabs, and Ice)

Changed to be buttery smooth and now works with ice boat racing!

HUGE UPDATE:

• You now stay in the boat and minecarts
• Boats can now travel up ice blocks for better boats on raceways (momentum is wonky)
