Finally drive boats on land!

Drive boats on land with only this datapack, perfect for using them as cars with a resource pack (and in the future ice boating too)

There's not much to explain, you just can drive boats on land, you can control the speed of the boat using /trigger boat_speed and boats can still swim on water too
