Added trigger cheat /trigger flood.toggle_bossbar which toggles the visibility of the bossbars

/trigger flood.time_interval now accepts values lower than 60, allowing the flood to rise more often if desired. Depending on how low this is set, the world may have trouble keeping up with block updates

Changed flood level rise message to play on the actionbar rather than as a subtitle

Doubled the amount of chunks that update per tick when a flood rise is triggered, resulting in a faster moving / faster updating flood

To help reduce lag in The End, the flood level there will always visually start at y=40. However it won't begin to rise unless the global flood level reaches 41 or more

Fixed issue where sometimes the underground wasn't getting flooded

Adjusted pack install message to be shorter, and only play once
