Only hinders players from flying off that have a rocket in their inventory and an elytra equipped. Other players can now also cause this effect. Players that are flying will now plummet down when hit. Support for Elytra Slot mod

The levitation effect is now only given to players that wear an elytra making them unable to fly off.
