Octillery Hacked Changes

Part of the Cobblemon Hacked Changes series, I am now separating my one mod into separate Datapacks. This datapack targets octillery from generation two. This datapack changes octillery to a water/fire type, increases the line's stats, switches megalauncher to the primary ability, and changes the line's movepool.
