Beta Block Placement

This is intended for use on Modern Beta SMP

This mod attempts to fix the client side - server block placement mismatch which causes small bugs such as fences connecting to solid blocks for a brief moment.

This also fixes the face culling prediction of stairs and slabs so you no longer have slabs and stairs that flicker transparent for a brief moment

This also fixes the stair placement direction prediction so no more stairs changing directions after they've been placed (havent tested this a ton)
