Initial upload of the Forge version
New Feature: Added /consolefilter reload command for reloading the filter config at runtime without restarting the server.
- Accessible by server operators only.
- Reloading the config now applies updated filters instantly from config/consolefilter/filter_config.txt.
- Minor improvements to config handling and logging clarity.
