Fixed skeletons not to bug when changing weapons

- Removed a bug that allowed every skeleton and zombie to spawn with melee weapons (tbh not a bug, just some code, that i left accidentally oops)
- Added a config option to disable chat announcements.
- Updated the world progression system: instead of just surface and deep cave, there are now three tiers (surface, cave, and deep cave) for a more linear difficulty progression.
Fixed the config loading, now the mod actually uses armors, tools that you configure.
