Added a Cooldown reducing Enchantment and fixed permissions for the /togglelaunch command- it should now be available to all players

• Added trails while dashing
• Added a command to disable being launched by other players. /togglelaunch (you are launchable by default).
• Halved fall/physics damage taken while using the sword, and hopefully made you unable to die from it.
• Improved damage calculations on sword- Now displays accurate damage stat and should be enchantable like normal
